Minimum number of observations needed versus the number of states. Figure 2 plots the minimum number of observations versus the number of states. The novice agent (8 states) needs a little amount of observations to cover all the actions that could be taken from every state (24 observations). The intermediate agent (144 states) needs 864 observations to cover all the actions that could be taken from every state. The advanced agent (288 states) needs the biggest number of observations to cover all the actions that could be taken from every state (2016 observations)
